TEACHER INCENTIVE ALLOTMENT



The Teacher Incentive Allotment (TIA), established by House Bill 3 in 2019, is a state-funded compensation system designed to help teachers earn six-figure salaries, particularly in high-needs and rural schools. Unlike locally funded stipends or grants, TIA funding comes directly from the State of Texas.


Progreso ISD participates in TIA under Texas Education Code (TEC) §48.112. The district certifies that at least 90% of TIA funds are used for teacher compensation at the campus where the designated teacher works, with the remainder supporting implementation of the Local Optional Teacher Designation System (LDS).


Under TEC §21.3521, the LDS allows Progreso ISD to designate certified classroom teachers as Recognized, Exemplary, or Master for a five-year period, based on performance standards and appraisal data. Designations generate additional allotments determined by state formulas that account for high-needs and rural factors. Teachers holding National Board Certification automatically qualify for Recognized designation.



The Texas Education Agency (TEA) periodically reviews and evaluates local designation systems to ensure validity, fairness, and alignment with state standards.
